The short answer
Maldives Immigration says tourists do not need prior visa approval; a tourist visa is granted on arrival when the traveller meets the entry requirements. This applies to tourism, not work, study, meetings, or residence.
You do not need to buy a tourist visa through an intermediary simply to visit. Prepare the required arrival documents, and distinguish the visa granted on arrival from the Traveller Declaration submitted online before the flight.
A ticket and hotel booking alone do not guarantee admission. You need an eligible passport, a complete itinerary, confirmed return or onward travel, prepaid accommodation at a registered facility, sufficient funds, and any documents required for your next destination.
Saudi citizens travel on a Saudi passport. Saudi residents with another nationality should check Maldives requirements for the passport they will use, then separately confirm their Saudi residence and exit/re-entry status for the return journey.

Your document file
The official minimum is a starting point, not a complete travel plan. Match names, dates and onward travel, then keep copies you can access offline.
Immigration requires a travel document with a machine-readable zone (MRZ) and at least one month of validity. Extended validity added to a passport is not accepted. Also check any longer airline, transit or Saudi-return requirement.
Keep a confirmation showing the traveller’s name, facility and dates. The official rule calls for a confirmed, prepaid booking at a registered facility—not a tentative request or unpaid hold.

The official free form
The Traveller Declaration is not a paid visa. Maldives Immigration says to submit it yourself through IMUGA and warns travellers about websites that charge for the form or collect details outside the government portal.
Submit within 96 hours before your arrival flight to the Maldives. Use the flight time on your confirmed itinerary; if it changes, follow the official portal’s instructions for updating your declaration.
Go directly to imuga.immigration.gov.mv. Check for HTTPS and the .gov.mv domain. The official declaration is free; no card payment is required.
Enter each detail as it appears on the passport, ticket and accommodation confirmation. Check letters, numbers and dates before submitting, particularly after a name correction or itinerary change.
Save the confirmation on your phone and in a secure backup. Avoid posting passport images or declaration codes in public groups, and do not pay a third-party site promising a guaranteed visa.
Health and cover—without overstatement
The tourist-visa guidance lists a yellow-fever certificate when applicable. Maldives health guidance includes travellers arriving from risk areas, people who visited them in the six days before arrival, and certain longer airport transits or transits involving entry into the country.
Do not assess the rule from your Saudi departure airport alone. Check places visited and transit stops against the current official list. Maldives Immigration exempts children under one year from the certificate requirement.

How to choose travel insuranceFamilies and documents
Maldives Immigration says minors must have their own passports. Adding a child to a room or a parent’s ticket is not a substitute for the child’s own travel document.
Compare each traveller’s name, date of birth, passport number, ticket, booking and IMUGA declaration. Correct any mismatch before travel rather than relying on an airport counter.
Check the MRZ and validity for every minor. Do not use an old passport image after renewal; if the passport number changes, check the ticket, declaration and linked services too.
If a child travels with one parent or another adult, check with the airline and relevant authorities whether consent or proof of relationship is needed. Requirements depend on nationality and circumstances.
Confirm the child’s age for the stay, room capacity, bed and meal plan, villa restrictions, and eligibility for boat or seaplane transfers before payment.

Identify every traveller’s passport, confirm the tourist purpose, transit airports and right to return to Saudi Arabia. Avoid committing to a non-refundable service if a document or visa step is still unresolved.
Get a clear prepaid confirmation and check that the facility is registered. Match your international arrival to the boat or seaplane transfer and ask what happens if a flight is delayed.
